ICEYE and the Swedish Defence Materiel Administration (FMV) have entered a multi-year agreement to deliver a sovereign Synthetic Aperture Radar (SAR) satellite system that enhances intelligence, surveillance, and reconnaissance (ISR) capabilities for national defence operations in all weather and lighting conditions.

Context of the cooperation
Modern defence operations require persistent situational awareness independent of weather, daylight, or geographic constraints. In northern Europe and the Arctic, long periods of darkness and frequent cloud cover limit the effectiveness of optical satellite imagery. To address this operational challenge, FMV has contracted ICEYE to support the establishment of a national, sovereign space-based ISR capability for the Swedish Armed Forces.

The cooperation combines FMV’s role as defence system owner and integrator with ICEYE’s specialization in commercial SAR satellite operations and ground segment technologies. This structure enables Sweden to retain full control over tasking, data access, and operational use, while leveraging an existing industrial SAR platform.

Technical solution and division of responsibilities
Under the contract, Sweden will procure ICEYE SAR satellites, mission data services, software, and the associated ground and technical systems required for end-to-end ISR operations. The Swedish Armed Forces will own and operate the system, ensuring sovereign control over data flows and operational priorities.

ICEYE’s SAR satellites provide high-resolution radar imagery with ground resolution down to 16 cm. SAR technology actively illuminates the Earth’s surface with radar signals, enabling imaging regardless of cloud cover, precipitation, or lighting conditions. This capability supports continuous monitoring and rapid revisit rates, which are critical for time-sensitive ISR tasks.

Deployment and integration
The system will be deployed as a sovereign national capability integrated into Sweden’s existing defence and command structures. Ground systems and software enable tasking, data processing, and dissemination of actionable intelligence to military users.

The architecture is designed for resilience through distributed assets and frequent revisit, reducing dependence on single, high-value platforms. The system also supports interoperability with allied forces, enabling optional cross-tasking and capacity sharing in accordance with national and alliance requirements.

Applications and use cases
Primary applications include persistent surveillance, maritime and land domain awareness, and support for multi-domain operations. The capability is particularly relevant for monitoring activities in the Nordics and Arctic regions, where environmental conditions frequently degrade other sensing modalities.

From an operational perspective, SAR-based ISR improves decision timelines by providing reliable imagery inputs to commanders, supporting tactical and operational planning across air, land, sea, cyber, and space domains.

Expected impact
The program forms part of Sweden’s broader defence modernization and rearmament strategy. By investing in sovereign space-based ISR, Sweden strengthens national readiness, enhances resilience against disruption, and contributes interoperable capabilities to NATO and regional partners.
