The Romanian General Directorate for Armaments and the French Direction Générale de l'Armement have established an agreement for the supply of twelve Thales multi-mission radar systems to enhance Romania's airspace surveillance capabilities. This deployment focuses on integrating medium-range 4D active electronically scanned array (AESA) technology to detect varying threat profiles within regional defense applications.

Collaborative Framework and Operational Challenges
The defense sector requires scalable and rapidly deployable surveillance systems to monitor airspace for varying threat profiles, ranging from unmanned aerial vehicles to high-altitude missiles. To address these operational challenges, the Romanian General Directorate for Armaments collaborated with the French defense procurement agency (DGA) to acquire the Ground Master 200 Multi-Mission All-in-one (GM200 MM/A) radars. The procurement is managed under the French Acquisition for Strategic partners (FASt) mechanism and funded through the European Union SAFE program.

Technical Specifications and Radar Architecture
The GM200 MM/A utilizes software-defined 4D AESA technology to detect and track targets up to a range of 350 kilometers. The system architecture supports the simultaneous execution of multiple defense protocols, including air and surface surveillance, weapon coordination, and Rocket, Artillery, and Mortar (RAM) sense and warn missions. By consolidating these functions, the system eliminates the need for separate radar units for different altitude tiers or target velocities, establishing a unified detection network.

Implementation and System Deployment
Hardware deployment is designed around a self-contained architecture. Each radar system is housed in a standard 20-foot shelter that integrates the radar unit, mast, and power generator. This configuration allows for vehicle mobility and enables system deployment in under 15 minutes, optimizing the infrastructure for rapid relocation and immediate threat response.

The initial delivery of the hardware is scheduled for 2027. To support the integration of these systems into the national defense framework, Thales will establish a local engineering facility to manage maintenance and integration operations.

Pascale Sourisse, Senior Executive Vice-President of International Development at Thales, indicated that the company will establish a Radar Competence Centre under the SAFE initiative to expand industrial partnerships, strengthen localization, and sustain operational readiness for European defense frameworks.

Addressing the administrative structure of the deployment, Patrick Pailloux, Director General for Armaments, noted that the acquisitions are managed through the FASt mechanism, which the French Defence Procurement Agency utilizes to process procurement orders for partner nations.
